Why there are cameras, but no evidence

How to check camera tasks, night scene, motion, archive, time, permissions and export until the next incident.

Short answer. The archive more often fails not because of the camera model, but because each point was not assigned a verifiable task, there’s insufficient light at night, recording parameters cannot handle motion, the storage period was calculated incorrectly, or staff cannot quickly find and export the required fragment.

The camera must answer a pre-set question

The phrase "see all" is not checked at acceptance. For each point, formulate a goal: notice a person in a prohibited area, confirm the direction of movement, recognize a familiar employee, read the license plate at a given speed, see the operation with the product, or restore the sequence of actions.

Site overview, detection, recognition, and identification require different scales of the object in the frame. One wide-angle camera may show the overall situation well, but a face or license plate will occupy too few pixels. Often the correct scheme uses an overview camera and a separate narrow point in a critical direction.

Make Up Operational Requirements Before Placing Cameras

NPSA recommends starting protective systems with the operational requirement: what risks exist, what the system must do, who will use it, and how the result will be measured. For video surveillance, this becomes a table ‘zone — event — required component — lighting — response time — retention period.’

Such a document separates useful chambers from decorative ones. If no one is watching the recording in real time, there is no need to design the scenario as if the operator responds immediately. If you need a prompt response, determine who is receiving the alarm, how much time they have, and what action they are performing.

Check Night, Headlights and Traffic

The daytime image on the phone tells almost nothing about the evidential footage at night. A face may become dark against a bright entrance, a license plate—a white spot from reflection, and a moving person—a blurred figure due to long exposure. Built-in IR illumination sometimes overexposes nearby objects and does not illuminate the distant area.

Acceptance is carried out under difficult conditions: after sunset, with headlights on, in rain or snow if possible, with a person and a vehicle at real speed. They check not a still-frame of a stationary object, but an exported segment of the recording. Uniform external lighting often improves the result more than increasing the camera resolution.

Resolution does not replace the correct lens and angle

A large number of megapixels are distributed across the entire frame. If the required object is far away or occupies a small part of the image, there will still not be enough useful detail. The lens, angle, installation height, and distance to the control line should be chosen according to the task.

Too high a camera shows the top of the head instead of the face; too low can easily be blocked by people and vehicles. At an entrance, it is useful to predefine the line where a car slows down and the license plate is visible at an acceptable angle. In a cashier or warehouse operation, it is important to see the hands, goods, and context without unnecessarily violating the privacy of employees and visitors.

Archive is calculated by data stream

The storage period depends on the number of cameras, actual bitrate, frame rate, resolution, codec, scene complexity, and recording mode. Trees, snow, rain, and noise in the dark increase the volume. Therefore, calculation based on a single advertisement table may not match the real system.

Drives are selected with a margin and condition monitoring. RAID helps survive a disk failure, but does not replace a backup of critical fragments and does not protect against deletion, administrator error, or the loss of the entire recorder. Storage policy should correspond to the purpose and legal requirements, and access should be restricted.

Unified time turns recordings into evidence

If a camera, access control system, cash register, and security alarm show different times, restoring the sequence is difficult. All devices must synchronize with a controlled time source, and time zone changes and manual adjustments must be recorded.

Ensure that the exported video retains the date, time, and camera identifier, and that the original is protected from unnoticed alteration. For important investigations, it is recorded who found the fragment, who exported it, where it was transferred, and where the original recording is stored.

Access and search are trained before the incident

Archive is useless if the password is known to one employee who has retired, the view client is not installed, or the export only works in a rare format. Assign roles: the operator sees the necessary cameras, the security service uploads fragments, the administrator changes the settings, and user actions are logged.

Once a quarter, a short check can be conducted: find an event by time and camera, play it back without skips, export a standard file, and open it on a separate computer. Simultaneously, check available space, disk errors, time discrepancies, and lost cameras.

Minimum Technical Audit Scenario

The audit begins with a site map and a list of incidents that require recording. Then, for each critical camera, a test is created: a person follows the route, a vehicle enters, an employee performs an operation. The result is evaluated during the day and night, in live view and in the archive.

After verification, the client receives not a list of ‘bad cameras,’ but priorities: change the angle, add lighting, adjust settings, replace the storage device, restore time synchronization, train the user, or only then replace the equipment. This allows addressing the causes with the greatest impact first.
